Councillors are summoned to attend the Annual Meeting of the above Council the Church at Llanwarne  on Thursday 20th May 2021 at 7.30pm.

AGENDA

1. To elect a Chairman – sign declaration of Acceptance of Office of Chairman form

2. To elect a Vice Chairman

3. To elect the following offices
3.1. Appointment of Internal Auditor
3.2. Representative on the Village Hall Management Committee

4. To receive apologies for Absence

5. Declarations of interest
5.1. To Councillors to check their declaration of interests form – Clerk will have a copy at the mtg
5.2. To receive any declarations of interest or dispensations

6. To adopt minutes of meeting held on 18th March 2021

7. To note the non-attendance and disqualification of Parish Councillors and 3 vacancies on the Parish Council

8. Open discussion (limited to 10 mins)
8.1. To receive views from local residents
8.2. To receive a brief report from Cllr Toni Fagan

9.1. To note receipt of a letter from the Pursey Family, Trevase Farm
9.2. To note any other correspondence received

10. Planning
10.1. To consider reviewing policy adopted for Clerk commenting on planning applications between meetings
10.2. To consider the planning applications received for the Parish Council to review and comment on:
10.2.1. P183198 – Trevase Farm, St Owens Cross, HR2 8ND, The proposed erection of three additional poultry units, amenity building, feed bins, new site access and access track and associated development on land to the east of the existing poultry units plus the installation of side chimney fans to the existing four poultry units. Amendments and additional information. Reply after meeting 20/5/21
10.2.2. P202927 & P202928 – Lower Monkton Farm, St Weonards, HR2 8PF. Proposed sub-division of units 1 and 2 to create an additional 2 residential dwelling, together with internal and external alterations and increased garden curtilages. To create a total of 8 residential dwellings. Listed building application. Reply after meeting 20/5/21
10.3. To note planning applications received from Herefordshire Council since the last meeting – see Clerks update sheet.

11. Finances
11.1. To review Standing orders and Financial Regulations
11.2. To consider the annual insurance renewal
11.3. To review the Internal and External Auditor’s report
11.4. To complete the Certificate of Exemption form
11.5. To complete the Audit Commission Governance Statement
11.6. To adopt the accounts and complete the Audit Commission Annual Return
11.7. To note Bank Balance and budget spend
11.8. To note receipt of 1st payment of precept £5000
11.9. To consider payment of following invoices:
11.9.1. Lengthsman invoices – TGC1464 £500+VAT, TGC1465 £500+VAT and TGC1466 £373+VAT = £1373+VAT
11.9.2. Autela Payroll Services Invoice 5966 £36.98+VAT

11.10. To consider any financial risks

12. Lengthsman Scheme and P3 Footpath Scheme
12.1. To receive a brief report from Parish Footpath Officer and identify any work that needs to be undertaken by P3 Footpath Scheme
12.2. To receive a brief report from Terry Griffiths, Lengthsman
12.3. To receive a brief report on the Drainage Grant work
12.4. To identify any work that needs undertaken by Lengthsman and P3 Scheme

13. Update on projects:
13.1. Llanwarne Village Hall refurbishment
13.2. Wildlife update on Gamber Brook from Andrew Nixon, Herefordshire Wildlife Trust
13.3. Flooding Working Group for Gamber and Garren brooks

14. To consider items for next meeting.

15. To note date of next meeting will be on Thursday 1st July 2021 held as a face to face meeting at the Church in Llanwarne (Village Hall is currently undergoing refurbishment)
